i paid for this tool $31.34 now no credits

I bought this tools from someone at $31.34, once i paid him he shared me website https://gooindex.com/ and told to login and share mail id, now he his not replying me properly and its been more that 3 days. Im asking him how to add the credits but no proper responses. Im i got scammed ?

For your safety, please never send money to anyone who says, “Send me the payment and I’ll add credits to your Goo Index account.” Credits should only be purchased through the official Goo Index process.
